Vintage Unique Happy Birthday Paper Party Hats Cone Lot of 8 New 90s
Bag has a hole in it in part that goes into the hat. All packages are the same so I’m assuming it is how they were made so they could be pushed into the hat. Hats are new and have never been removed from bag. Hats have a slight bend/crease on one side of the hats as shown in the photos from storage.
